L&rsquo;hiver \u00e9tant particuli\u00e8rement rude, l&rsquo;abb\u00e9 Pierre lance un appel national dans le cadre de la communaut\u00e9 Emmaus. Rennes r\u00e9agit rapidement et en 1954 et cr\u00e9e le quartier Cleunay, 93 logements sont cr\u00e9\u00e9s. Ces logements comprennent toutes les commodit\u00e9s modernes pour l&rsquo;\u00e9poque (WC, salle de douche, salon &#8230;). <span style=\"font-size: 17px;\">Peu apr\u00e8s, entre 1054 et 1960, ce sont mille logements qui sont cr\u00e9\u00e9s sur trente hectares. <\/span><span style=\"font-size: 17px;\">Ces logements, qui devaient \u00eatre provisoires, ce sont d\u00e9grad\u00e9s sont devenus v\u00e9tustes, alors en 1982, un projet de r\u00e9habilitation est lanc\u00e9 sous l&rsquo;impulsion de l&rsquo;\u00e9tat. Les QPV<\/span> sont d\u00e9finis comme <a href=\"https:\/\/www.insee.fr\/fr\/statistiques\/7614914?sommaire=2500477#documentation\">\u00ab\u00a0<\/a>des territoires d&rsquo;intervention du minist\u00e8re de la Ville, d\u00e9finis par la loi de programmation pour la ville et la coh\u00e9sion urbaine du 21 f\u00e9vrier 2014&Prime; <a href=\"https:\/\/www.insee.fr\/fr\/statistiques\/7614914?sommaire=2500477#documentation\">(INSEE, 2023).\u00a0<\/a>Ils sont identifi\u00e9s selon un crit\u00e8re, le revenu par habitant.
